The last time I looked it up, it was non-registration...

This is kind of ironic, because I hate news sites that require registration.

Anyway, the article is on the similarities between the Bush administration and the medieval worldview. A brief summary would be:

American government has always relied on Enlightenment and scientific worldviews (as such was the predominant model around the American Revolution and since...) The major assumption is that the government will choose the best course of action based on what careful research indicates will be most beneficial to the country. There may be some disagreement as to interpretation of data, but everyone pretty much agrees that gathering data is a good thing.

The article points out that the Bush administration has been essentially abandoning this for a medieval viewpoint which holds that when facts and dogma collide, it's the facts that need to be thrown out. And instead of analyzing data to determine the most beneficial course of action, the best course of action is already known, so any ongoing research must be tailored to fit the assumptions. Data gathering that conflicts with assumptions is therefore undesirable and must be eliminated.
